Where waste can run is usually the binding constraint, particularly on stepped floor levels. The layout follows it. Fighting it is the most reliable way to overspend.
Three areas the city does not review
Laguna Beach issues most coastal development permits itself, but Blue Lagoon, Irvine Cove and Three Arch Bay remain under the California Coastal Commission's jurisdiction. If a property is in one of those, the review path is different and worth establishing at the outset.
